IT Administrator & ICT Outsourcing Officer (75%) - AC635

Location: Luxembourg City centre
Contract: Permanent, part-time 75%
Start date: As soon as possible

On behalf of an international, regulated fintech company operating a digital assets and payments platform, we are looking for a hands-on IT Administrator & ICT Outsourcing Officer to support the Luxembourg office of approximately 10 employees.

This is a dual-function role combining day-to-day IT administration with first-line ICT outsourcing and third-party governance activities. It is an ideal opportunity for someone who combines solid IT administration skills with exposure to regulatory frameworks, documentation and compliance in a regulated financial environment.

Your responsibilities
IT Administration

  • Provide daily end-user IT support (on-site and remote) for hardware, software, network, access and endpoint issues
  • Administer and support Microsoft 365 (accounts, licenses, Exchange Online, Teams, OneDrive, SharePoint)
  • Manage user accounts and access rights (creation, changes, deactivation) in coordination with Group IT
  • Handle onboarding and offboarding: laptop preparation, account setup, access to tools, retrieval of equipment
  • Manage laptop and endpoint administration: configuration, updates, troubleshooting, repairs and replacements
  • Monitor and support local infrastructure: backups, network services and operational reliability
  • Coordinate with external vendors and Group IT to escalate issues, follow up on tickets and support local projects
  • Maintain IT documentation and asset inventory for the Luxembourg office


ICT Outsourcing & DORA

  • Perform and maintain ICT third-party governance activities, vendor due diligence, criticality assessments, ICT third-party risk assessments, exit strategies and plans
  • Maintain and update the DORA Register of Information and periodic oversight documentation
  • Coordinate operational resilience activities, BCDR testing, penetration testing coordination, remediation tracking and vendor follow-up
  • Draft and maintain IT/ICT policies, procedures and operational documentation
  • Prepare and maintain audit and regulatory evidence for CSSF and other regulatory purposes


Your profile

  • 3-7 years of experience in IT support, system administration or similar end-user facing roles
  • Solid hands-on experience with Microsoft 365 and the Windows workplace environment
  • Good understanding of user and access management (Active Directory, Entra ID or similar)
  • Good knowledge of DORA and ICT governance requirements in a regulated environment, or strong willingness and ability to develop this rapidly
  • Experience with ICT third-party risk, outsourcing frameworks, BCP/DR or audit/regulatory activities is a strong advantage
  • Strong documentation and coordination skills, able to produce clear, structured written output for regulatory and audit purposes
  • Experience working in a regulated financial environment (fintech, banking, fund administration, PSF or similar) is highly valued
  • Comfortable working autonomously as the local IT and governance contact in a small office, while collaborating remotely with central IT and Risk teams
  • Service-oriented mindset with strong communication skills, able to bridge technical and non-technical stakeholders
  • Fluent in English (written and spoken), essential for regulatory documentation and coordination
  • Authorised to work in Luxembourg, no visa sponsorship available for this position
